Policy Rationale

We remove content that glorifies violence or celebrates the suffering or humiliation of others because it may create an environment that discourages participation. We allow graphic content (with some limitations) to help people raise awareness about these issues.

We know that people value the ability to discuss important issues like human rights abuses or acts of terrorism. We also know that people have different sensitivities with regard to graphic and violent content. For that reason, we add a warning label to especially graphic or violent content so that it is not available to people under the age of 18 and so people are aware of the graphic or violent nature before they click to see it.

However, since non-sexual child abuse is a child safety issue much like child nudity and exploitation, we have moved the policy to this section and relabeled it to more appropriately reflect the type of content we remove.

² Body modification often has religious or cultural significance. In some cases, it’s undertaken as a rite of passage or to signify group membership or affiliation; in other cases, modification is done for aesthetics. We want to allow for this type of content, but place it behind a label that alerts viewers as to the sensitive nature of what they’re about to see.

Policy Rationale

We remove content that glorifies violence or celebrates the suffering or humiliation of others because it may create an environment that discourages participation. We allow graphic content (with some limitations) to help people raise awareness about these issues.

We know that people value the ability to discuss important issues like human rights abuses or acts of terrorism. We also know that people have different sensitivities with regard to graphic and violent content. For that reason, we add a warning label to especially graphic or violent content so that it is not available to people under the age of 18 and so people are aware of the graphic or violent nature before they click to see it.

Upon reviewing this policy and consulting with child safety experts, we found that the risk of leaving this content on the site outweighed the likelihood that we could help the child depicted. As such, we changed our policy on non-sexual child abuse imagery to remove this type of content when shared neutrally or with no caption. If we're able to identify the country from which this abusive content came, we report it to law enforcement.


² This policy change provides clarity on the treatment of content depicting fetuses, which hadn’t previously been defined as distinct from “humans.” We know that this content is an important part of public discourse and it’s one that we want to foster and encourage in a way that’s safe for people on Facebook.

In making the policy change, we consulted with external organizations and safety experts who advised us to place these images behind a label informing viewers that the content they’re about to see may be sensitive.

It's also worth noting that the depiction of fetuses in utero or in the context of a pregnancy loss, bereavement or miscarriage are also allowed on the platform and are not placed behind the same label.
